When you are rounding to the nearest ten, the rules
are:

To round a number to nearest ten place, look at the
digit to its
right. If it is 5 or more, round up. If it is 4 or less,
round down.

If a number ends in 5, 6, 7, 8, or 9, then round up.

If a number ends in 1, 2, 3, or 4, then round down.
Example:  671 rounded to the nearest ten is 670, because
the digit to the right of the tens place ended with one, so
we  
round down.

When you round up the digit in the tens place increases
by one.
